Efficienza energetica e mercato - Il caso delle Energy Service Company (ESCO)

I due Decreti del Ministero dell’Industria del 24 aprile 2001 costituiscono un importante strumento per la promozione dell’efficienza energetica sul lato della domanda. Tali provvedimenti, infatti, trasformano il sostegno pubblico da semplice contributo in conto capitale a favore di tecnologie non ancora economicamente mature a strumento di promozione dell’efficienza energetica come pratica evoluta di mercato.

La tecnologia fotovoltaica, detta di “prima generazione” ebbe inizio a Murray Hill, New Jersey – USA, presso i laboratori della Bell System nel 1953, quando fu inventata la “nuova fotocella a giunzione pn in silicio” da parte dei tre ricercatori, Daryl Chapin, Calvin Fuller e Gerald Pearson. La notizia ufficiale fu data nel 1954 sul Journal of Applied Physics (Chapin, Fuller, Pearson, 1954) e pertanto si fa risalire a quell’anno la data dell’invenzione. L’attuale sistema industriale di produzione delle celle e dei moduli fotovoltaici costituisce il risultato di oltre mezzo secolo di sviluppo della tecnologia, di cui i tre inventori avevano gettato le basi negli anni '50.

Il concetto comunemente associato alle nuove fonti di energia rinnovabile presso l’opinione pubblica è che esse, per funzionare, abbiano bisogno soltanto di vento e di sole. Si pensa, cioè, che eolico, fotovoltaico, solare termico, solare termoelettrico, biomasse e biocombustibili, non abbiano bisogno d’altro che di queste due risorse primarie.

Il Dipartimento Statunitense dell’Energia riassume così il paradosso sullo stato attuale del sistema di distribuzione dell’energia elettrica: Se Alexander Graham Bell, uno dei padri della telefonia, fosse catapultato nel 21esimo secolo, non sarebbe probabilmente
in grado di riconoscere il seme delle sue invenzioni nel sistema moderno delle telecomunicazioni, viste le incredibili trasformazioni che hanno portato alla telefonia cellulare o ad internet.

Following the Report Pubblicità Regresso, published by Amici della Terra – FoE Italy on May 2008, the EU Commission has started an infringement procedure against Italy (European Treaty art. 226). The Report highlighted the non compliance of the Italian Government with the Directive 1999/94/CE (adopted in Italy with DPR 17/2/2003 n. 84) regulating car advertising and consumer information.

Negotiations on the package 20-20-20 are not transparent and the position of the Italian government, - see also Minister Ronchi latest statements - is incomprehensible. What is the sense of, from one hand, confirming an essential commitment to environmental protection and declaring that the package should not be renegotiated and , from the other, threatening a veto? If the intention is to interpret a need shared by all Europe, it is essential that the Italian position does not lend itself to misunderstandings and is effective and convincing for the climate and for the whole of Europe.
